No. FLAC is lossless, so decoding it to WAV reproduces the identical audio samples. The only change is that the WAV stores them uncompressed, which makes the file roughly twice as large.

Should I choose 16-bit or 24-bit?

Match the source: if your FLAC is a 24-bit master, choose 24-bit to keep every bit. For CD burning or general listening, 16-bit is the standard and keeps files smaller. Converting 16-bit audio to 24-bit adds size but no quality.

When should I change the sample rate?

Keep the original unless a target demands otherwise — 44.1 kHz for CD audio, 48 kHz for video work. Resampling is high quality here, but leaving the rate untouched is the only way to avoid it entirely.
